What is the F-gas Portal?

TheF-gas Portal is the European Commission’s centralised online platform to implement the HFC quota phase-down, manage the requirements of imports and exports, and facilitate the reporting obligations underthe F-gas Regulation(EU) No 2024/573.

The registry contains information such as organisation details, business specifications, HFC quotas, and authorisations to use quotas to import equipment and products containing HFCs. Transactions such as transferring and authorising quotas must take place within the F-gas Portal. From 2025, the portal will also show production rights data and quota allocation payment information. The F-gas Portal is not a trading platform.

To be registered in the F-gas Portal, companies must comply with our entry requirements. However, this does not guarantee that registered companies will fulfil their contractual obligations in agreements between private parties. Therefore, when engaging in the sale of quotas or authorisations, it is advisable to exercise due diligence.

Additionally, the F-gas portal serves as an access point for competent authorities and customs across Member States, facilitating the enforcement and monitoring of the F-gas Regulation via the EU Single Window Environment for Customs, which is directly connected to the F-gas Portal.

Who needs to register?

If your company meets any of the following specifications, you may be required to register.

Producers,importers, orexporters of HFCs in bulk
  • Importers using the customs procedure "release for free circulation" or producer
  • Importers using other customs procedures
  • Exporters
Producers,importers, orexporters ofother fluorinatedgreenhouse gases (non-HFCs) in bulk listed in Annex I, II or III
Importers ofproducts orequipmentcontainingfluorinatedgreenhousegases listed in Annex I, II or III
  • Refrigeration, air-conditioning, heat pump equipment, or metered dose inhalers (MDIs) containing HFCs as listed in section 1 of Annex I
  • All other products and equipment
Exporters ofproducts andequipmentcontainingfluorinatedgreenhousegases listed in Annex I, II or III
Managers of authorisations for importers of refrigeration, air-conditioning, heat pump equipment or metered dose inhalers containing HFCs
Undertakings inreceipt ofexempted HFCs orof HFCs for MDI production
  • Imported HFCs for destruction
  • HFCs for use in feedstock applications
  • Directly exported bulk HFC gases
  • HFCs for use in military equipment
  • HFCs for the etching of semiconductor material or for cleaning chemical vapor deposition chambers within the semiconductor manufacturing sector
  • HFCs for MDI production for the delivery of pharmaceutical ingredients
Undertakings destroying or reclaiming F-gases listed in Annex I, II or III or using them as feedstock
Independent auditors (verification bodies), who verify undertakings’ reports pursuant to the F-gas Regulation

How to register?

Step 1: Create your EU Login
  • Action: Create a personal EU login.
  • Details: Visit theEuropean Commission login page to create an account.
Step 2: Log in to the F-gas portal
  • Action: Log in with your EU login credentials.
  • Details: Access theF-gas Portal directly with your new EU credentials.
Step 3: Complete and submit your registration
  • Action: Fill out the registration form on the F-gas Portal.
  • Details: Choose whether you are an EU undertaking, non-EU undertaking, customs authority or an auditor. A targeted registration form will appear to provide all required details and documentation. Once ready, submit the registration request.
Step 4: Commission review
  • Action: The Commission checks your registration request.
  • Details: Your registration is reviewed for completeness and accuracy. The Commission strives to do so within 10 working days.
Step 5: Feedback and correction
  • If complete and accurate:
    • Outcome: The Commission validates your registration request.
    • Notification: You (as the account manager) receive a notification confirming the registration.
  • If incomplete, incorrect or additional information needed:
    • Outcome: The Commission identifies issues or requests additional information and, therefore, returns the registration request. The account manager receives a notification by e-mail that further input is needed. The details are available in the registration request in the F-gas Portal.
    • Correction required: You will need to correct or provide the requested information.
    • Resubmission: Afterwards, submit the registration request again.

Compliance Checklist

Keep Registration Updated
  • Failure to update registration details can lead to the cancellation of the registration.
Non-EU companies have to appoint an Only Representative, which
  • Must be established within the EU.
  • Assumes full responsibility for compliance with the F-gas Regulation and REACH Regulation Title II requirements.
  • Is liable to penalties for non-compliance related to the undertaking represented.
  • Must provide organisation details and VAT number, appoint an account manager, and complete the financial identification form.
  • Both the representative and the represented company must sign the registration form.
Importers/producers
  • Must provide a physical address where their business is located, namely where the human and technical resources are permanently present. Only one importer/ producer per physical address is allowed.
  • With several registrations with the same beneficial owner, one must note that only one undertaking, usually the first registrant, will be entitled to a quota allocation and a quota reference value.
Independent auditors
  • Must be accredited as per Directive 2003/87/EC or to verify financial statements under national law.
  • Must be registered in the F-gas Portal and uploaded with evidence of accreditation during registration.
